Oil-based paint is classified as hazardous waste under Arizona law and must go to an approved disposal facility regardless of condition. You cannot dry it out and trash it.
The easiest method is to leave the lid off in a well-ventilated area and let it air dry. For larger amounts, mix in clay cat litter or commercial paint hardener (available at Home Depot and Lowe's) to speed up the process. Once the paint is fully solid — no liquid remaining — you can place the open can in your regular trash. This is legal and the preferred method for small amounts of leftover latex paint.
